Abstract

The framework developed in this chapter had its origins some two years ago when I was asked to review the outlook for the European economies as part of the Manchester Business School’s annual conference on Prospects for the British Economy. A natural starting point was the forecasts of international bodies such as the IMF (1993) and the OECD (1993). After all, these are prepared by large teams of highly competent economists who have the benefit of close and regular contact with the countries concerned. In the event I quickly became disillusioned with these official forecasts, to the extent that I wrote a piece for the Observer (30 October 1994) which appeared with the lurid title of ‘Flawed Theology of the IMF High Priests’!
