Abstract

There are five characteristics of construction which affect the division of work between that carried out by the contractor himself and that which he contracts out: 1. the finite construction period of each project; 2. the wide geographical spread of location of projects and especially that of large ones which can be undertaken only by major firms; 3. the uneven requirement for specific skills over the life of the project; 4. the wide diversity of skills required is such that any one contractor may not be able to supply all of them; 5. the demand for any particular type of work fluctuates over time. While the first four derive from the construction process itself, the fifth is the outcome of the investment decisions of businessmen, central and local government and consumers and is inherently different from the other four. These five characteristics together make it very difficult for a contractor to provide all the inputs for a project or to offer continuity of site employment.
