Abstract

The Soviet Union exhibits some particular ‘target’ characteristics in a unique mix not found within other states. These are ideological, authoritarian, nationalist, and economic. The role of public opinion on Soviet foreign policy is involved, as is the significance of centralized planning in the development of bottlenecks (slow growth), and the East Bloc economic system — the Council for Mutual Economic Assistance (CMEA).
