Abstract

The terrain in which unions operate has changed in a number of decisive ways over the last decade.1 These changes have been noted by unions which have begun to reorganize and adapt to these new circumstances. This has been most evident in the national campaigns and public declarations by union leaders that change is on the agenda.2 While such developments are noteworthy, it is the argument of this chapter that any decisive reversal in the fortunes of trade unions will take place at a workplace level. After all, it is in the workplace that unions organize, sustain and renew themselves. Without vital and active organizations unions must necessarily remain rather hollow shells.
