Abstract

Transport can be regarded as the cradle of privatisation — or more generally of regulatory reform — in the United Kingdom. The 1980 Transport Act introduced both the first deregulation of a state monopoly — express coaching — and also the first sale of a public enterprise into private ownership — the National Freight Consortium, privatised through a highly leveraged management and employee buy-out.
