Abstract

During the 1980s there has been a major shift in attitude in many countries regarding the appropriate role for regulation. While our concern in this volume is with transport matters it is important to appreciate that this shift has been widespread and that changes occurring in the transport sector are but one element in a much wider pattern. Especially what we have been witnessing has been a general retreat in many countries from what the Americans call ‘economic regulation’. There has been a liberalisation of economic markets as price and market entry control have been relaxed or removed.
