Abstract

In the previous chapter, it was demonstrated, hopefully convincingly, that Japan cannot be held responsible for the whole of its trade surplus. Due to structural aspects which are determined by the present stage reached in the development of its economy and its balance of payments, Japan is accountable for only about a third of its present trade surplus. Be that as it may, it should be of interest to learn about the demands made on Japan to eliminate its bilateral trade surpluses and to undertake measures to open up its market to foreign goods and services. This is the purpose of this chapter; the responses by the Japanese government to these demands will be tackled in the following chapter.
