Abstract

Florida government has spent much time looking at questions of its own economic development and investment. Florida was the poorest of the 48 US states at the turn of the century. It was viewed as a sand spit, with sun, mosquitoes and no natural resources. Outside investment in Florida’s railroads brought expansion and an economy based on tourism, sophisticated farming, and the retired. But the state has found this base volatile, and in need of diversification. However, Florida has a fragile environment which is easily ruined by inappropriate development. As a result there has been a conscious decision to develop service industries, and those in the knowledge-based and high technology fields.
