Licensing Policy

Abstract

The following chapter attempts to examine the system of licence allocation adopted by the UK Government in 1964. The decision to employ a discretionary system in preference to some kind of competitive auction has significant implications with regards to the offshore oil industry and its relationship with the government. The rationale behind this decision is highlighted with the aid of the economic theories of politics and bureaucracies. In order to analyse the implications of the discretionary licensing system as it has worked in the UK, each licensing round is examined as are the stated government objectives and criteria concerning each licensing round.
