Non-Industrial Technology

Abstract

The sort of technology embodied in construction and service exports is of a totally different nature from that required for manufacturing industry. It relies much more heavily on organizational and managerial expertise than on an understanding of scientific, metallurgical or mechanical principles, though construction work obviously requires some very advanced forms of engineering knowledge. The processes of ‘technological’ development and learning are, therefore, of a completely different nature for non-industrial as compared to industrial activity. This does not render them any less relevant for a study of development issues: it simply calls for a different sort of analysis and different sets of policy recommendations.
