Abstract

The nine signatories to the All Saints’ Day manifesto published in The Economist in 1975 appeared to possess all the faith in the possibility of human progress characteristic of sainthood. But the realities of the time were not such as to encourage optimism. For the fostering of the stunted seedling of economic and monetary union, the climate—political as well as economic—could hardly have been less balmy.
