Abstract

Systems design and development can only be done in a controlled manner. Simply to set about the revision of systems without careful planning and control will lead to fragmented, rigid and inappropriate systems. Such systems will be superseded by locally designed changes which will be done for practical reasons. At the end of the day a system must prove of value to the user or he will not use it. Producing a systems development framework is an essential prerequisite for successful systems design. Such a framework must show the areas to be dealt with and must clearly indicate the interrelation between separate sub-systems.
