Abstract

Part of the discussion concerned the quantitative importance of different kinds of labour quality changes. In particular, the effects of health, education and learning by doing were emphasised. A second issue was the alleged importance of demand side effects. A third issue concerned the interrelation between the structure of protection and sectoral differences in labour adjustment costs. Finally, the paper’s ‘asymmetrical’ assumption that learning by doing could occur in the import-competing but not in the export sector was questioned. This session was chaired by William H. Branson.
