Abstract

The matters to be discussed here have a common trait: their impact on location is often thought to be great, though in most cases actual location is probably only slightly affected. Most factors affecting location are not easily influenced by political decisions. However, the social and fiscal policies of a country are shaped entirely through its political machinery. But such policies are almost exclusively aimed at something different than location.
