Abstract

The formation in 1958 of the European Community represented an historically unique endeavour. Never before had a group of nation states sought, with any serious political intent, to unite by exploiting the forces of economic integration.’ Ten years later, the basis for a substantial degree of economic integration was laid, following the completion of the customs union. But since then little or no progress has been made towards political union. Instead there are spreading doubts as to whether anything is left of the original ambition.
