Abstract

The procedure adopted in drawing up this report was, first, to try to identify both those issues on which a clear consensus emerged in the course of the Conference and those on which it did not. Where a consensus did not emerge, it was nevertheless attempted to indicate points on which the opposing views appeared to converge. Also, rather than trying to stick closely to the sequence in which topics appeared on the programme, the report is presented in a thematic sequence.
