Abstract

When Allan Smith departed, the Federation established a new office, that of Director, and appointed Alexander Ramsay, a one-time works manager in the engineering industry who had been full-time chairman of the Birmingham association board since 1921. A possible choice would have been General Baylay, who had been Smith’s principal assistant since just after the war, but Baylay had been closely involved in Smith’s policies and was also a somewhat dominating though much less austere character. Birmingham gave him the job of association chairman vacated by Ramsay.
