Abstract

There is free mobility of labor goods and capital among states within a union. These states are also destination countries for migrants from the rest of the world, who are generally poorer than the native-born residents of these countries. In this chapter, we consider a competitive policy regime in which each country in the union determines its own tax/ benefit and migration policies in competition with the other countries. This institutional regime of competition among union-member states may capture the essence of the European Union system.
