Abstract

A huge change in the balance of power on a global scale has been brought about, as we have seen, by the dominance of international capital, but it has both powerfully reinforced and been helped by changes that were taking place in any case. Quite apart from the new freedom from political interference that capital has discovered and exploited, other developments have immensely helped capital to take a decisive advantage over labour — by which we mean that vast majority who must work for a living.
