Abstract

The rise of the global economy has been, as we have seen, of huge economic significance, but has been no less important in political terms. Businesses, however successful they were in the past, always had to take account of the rules set by governments. Now it was governments that had to sue for terms, and would lose out in the competition for investment if they did not comply with the demands of the multinationals.
