Abstract

Measuring the degrees of returns to scale (RTS) is essential to identifying causes of structural change, efficiency, and productivity change. There are thus two major objectives to this chapter: (i) to econometrically estimate the degrees of RTS for the four different size classes in postwar Japanese agriculture for the period 1957–97, and (ii) to quantitatively identify the impacts of various policy instruments such as changes in the output mix, factor input subsidies, set-aside programs, and agricultural technological innovations.
