Abstract

In both India and China, several layers of administration and governance (for example, centre, state/province, district, village) are concerned with ethnic and religious minorities and with the implementation of affirmative action policies and programmes in their favour. As discussed in Chapter 2, reservations and quotas are in place in legislatures, public employment and educational institutions for ethnic minorities in China and scheduled castes (SCs), tribes (STs) and backward classes (OBCs) in India.
