Abstract

On the one hand, the historical legacy of Europe includes centuries of wars between adjacent countries, climaxing in World War II and resurfacing with the most recent war in the former Yugoslavia. On the other hand, in 1946, Winston Churchill called for the establishment of a United States of Europe. After World War II, efforts were made to unify the economic and political systems of Europe, cumulating in a broad consensus for cooperation in the form of today’s European Union (EU). The United States also supported European unification through the Marshall Plan—a US plan named after then secretary of state, George Marshall—which provided aid for postwar reconstruction.
