Wales in Transition

Abstract

There are many different ways of looking at the world. It would be easy to look back on the old century in Wales as one of exploitation, where mineral and human resources were systematically and ruthlessly expended in creating industrial dereliction and social exclusion (Williams, 1985). In this context the decision to grant Objective 1 status to parts of Wales, is a badge of failure: explicit recognition that turn of the century Wales has become one of the poorest parts of Europe. (Objective 1 is the highest tier of EU support to `promote the development and structural adjustment of regions where development is lagging behind', and allows access to substantial European Social Funds to promote structural change).
