Many Paths to Development

Abstract

Most Third World countries have been independent for 25 to 40 years and some for much longer. Spanish and Portuguese speaking Latin America became independent in the nineteenth century, Asia in the 1940s and Africa in the 1960s. A few colonies remain, of which Namibia is perhaps the most important, but the significant fact to record is that the Third World consists today of more than a hundred countries which have acquired full responsibility for their economic destiny. The experience of economic development in these countries is varied and rich and it is possible to learn much from it, both analytically and in terms of economic policy. Already it is clear that there are many paths to development although some no doubt are more circuitous than others. Enough time has elapsed and enough data are available to make it possible to test the strengths and limitations of the most widely advocated strategies of economic development against the actual practice, as illuminated by empirical evidence, of countries which have followed a distinct path or strategy.
