Community and State in Irrigation Management

Abstract

The previous chapter ended with an emphasis on the critical role of irrigation in the effective use of new rice technology. It was also hypothesized that recent stagnation, or even retrogression, in rice production technology in East Laguna Village, as measured by movements in total factor productivity, was to a large extent the result of a deterioration in the national irrigation system servicing rice fields in the village. This chapter aims to examine factors underlying the deterioration, with a focus on interrelationships between village communities and government administration in the management of the irrigation system.
