Abstract

We at last have to think about what a nation is. There exist two kinds of groups in society: associations governed by ‘formal’ relations which have been artificially created by the will of the people, and where rights and obligations are clearly laid down; and those in which people are brought together in ‘informal’ relations, whether or not constituted by man or nature. The former is referred to as a man-made association or a society of interest, the latter as a community, but they are often referred to by the German terms Gesellschaft for the former, and Gemeinschaft for the latter. A company or a school is clearly a group based on interest, while families, races and religious groups are communities. State schools, unlike private schools, are not in search of profit, but are nevertheless societies of interest acting according to certain clearly stated rules.
