Abstract

From being a minor policy issue administered by the less prestigious branches of government departments, pollution control has grown to be an important issue in contemporary societies. Environmental ministers, ministries, departments and agencies as well as other branches of government, are now dealing with the issue. Environmental concern has become institutionalized in government and will remain an important policy issue in the future.
