Abstract

Technological differences between countries have been a widely- discussed issue in economic history in recent decades. Theories about early and late adopters of technology and catch-up processes (Denison 1967; Abramovitz 1986), national innovation systems (Freeman 1987; Nelson 1993), and competitive advantages of countries (Dosi, Pavitt and Soete 1990), have been advanced and debated. In new growth theories, the expenditures in R&D have been used as a proxy, along with capital and knowledge, to measure ‘inputs’ into technological development (OECD 1994a).
