Abstract

This chapter describes the policies of some Asian countries for industrial technology development (ITD). It is not a comprehensive review of each country’s technology policy, but selected descriptions of its important elements. It illustrates the nature of technology markets and problems in developing countries, and the policies that can be adopted to improve them. More interestingly, it shows that while they had similar approaches to some technological problems, the NIEs dealt with several important issues very differently. To clarify these differences, this chapter draws a distinction between different strategies to deal with failures in technology markets.
