Abstract

Since the work of Abegglen (1958), many authors, both Japanese and Western, have characterised Japanese industrial relations by seniority provisions, permanent employment and enterprise unionism. These so-called characteristics have attracted the attention of many foreign scholars as providing an explanation for Japan’s high productivity of labour and good economic performance. It is, however, a matter of debate how Japanese industrial relations could work effectively in bringing them about. Economists’ standpoints on this controversy depend critically on the way they interpret Japanese industrial relations. This chapter will attempt to provide an explanation of how the Japanese employment system functions to promote workers’ incentives, focusing on intra-firm transfers.
