Abstract

Although preliminary data relating to the use and effectiveness of CCTV were presented in Chapter 5, the findings were not discussed in detail because the major theme which emerged was the contrast between public policing in town centres and private security in shopping centres — with CCTV a major factor in both town-centre and shopping-centre security, but rather at the margin of the ‘public policing’ and ‘private security’ debate. The growing number of CCTV installations, however, require that this security option be reviewed thoroughly in its own right. Few would doubt that CCTV has caught the imagination of both the government and those responsible for security in public and semi-public places, but these new-found enthusiasms do not reflect a considered assessment of its contribution to security in the shopping environment in general, or its impact in town centres and shopping centres.
