The Self-suspension of Government: Hybrid Reform Technologies as a Response to the Government’s Welfare State Conundrum

Abstract

The words of former Prime Minister, Anders Fogh Rasmussen capture the essence of a government conundrum. When government most, wants to reform it is nearly impossible. Major changes affecting tradition, acquired rights, privileges and positions — i.e. political changes — are likely to evoke a resistance destructive to government’s ability to acquire acceptance and legitimacy. Therefore, the government requires the suspension of its role as governor. Not until reforms are taken for granted among key stakeholders to a degree where no explicit act of power is necessary, can government suspend its self-suspension and reclaim ownership and responsibility for the change.
