Emergency Assistance: Transformation Accomplished

Abstract

The WFP’s transformation to become the world’s largest humanitarian agency was not completed with the departure of executive director James Ingram. This was brought about by his successor, Catherine Bertini, a US citizen and the first women to head the WFP. She had been assistant secretary of Agriculture of Food and Consumer Services in the United States Department of Agriculture, which involved the management of all US federal domestic food assistance programmes, and had displayed a special interest in child nutrition and the advancement of women. During her ten years in office (1992–2002), she led a re- examination of almost every aspect of the WFP’s work and brought about major changes in WFP management and organization, which hastened its transformation (see Chapter 4) (WFP, 2002a).
