Legal Certainty and the Rule of Law in South East Europe

Abstract

In international investor studies on whether or not to choose the region of South East Europe (SEE) as a business location, the concepts of legal certainty and of rule of law constantly figure prominently. Which of the two concepts is used mainly depends on whether the authors come from the Anglo-Saxon (rule of law) or Central European (legal certainty) legal system. A rigid classification is not possible, however, and the concepts are also increasingly intermingled.
