Abstract

There is no doubt that the privatisation policies implemented over the last 30 years have had an enormous impact on reducing the extent of direct state intervention in economies around the world. These policies were part of a set of wider public sector reforms that were designed and implemented by several governments in Europe and beyond, in response to a powerful consensus that was critical of the state’s role as the main provider of public services. These included services of general interest, such as health, education and housing, as well as infrastructure-based services such as rail and the distribution of water, electricity and gas, which were commonly provided by SOEs.
