Abstract

As Chapter 1 and Illustration 2.1 indicate, many governments pursue enterprise and/or entrepreneurship ambitions. Also, as Chapter 1 indicates, many of these policies may initially have been driven by a desire for more jobs at a time of relatively high unemployment, but, as unemployment subsequently reduced, the policies were continued for other economic reasons. Establishing the reasons for government policy is not always easy because there can be many components to a policy framework (see Figure 2.1 and Table 2.1), not all of which may be identified or declared, and the fundamental reasons (or policy drivers) for a having a policy can be different from the specified goals (or policy objectives) and from the declared justification for intervention (or policy rationale).
