Abstract

We have examined in the previous chapter the processes by which the real estate policies of sub-Saharan Africa have emerged, together with the types of real estate policies in operation in these economies. Over the years, the failure of these policies to bring about desirable economic outcomes has necessitated their reforms from time to time. In this chapter, we shall examine the ideologies that have driven these reforms. The difference between this and the previous chapter is that the previous chapter concentrates on the processes by which the policies have emerged while this chapter looks more closely at the ideological basis of the reforms.
