Abstract

So far in this book we have explored the influence of management models, institutions and politics on staff management, and we have explored commitment and patronage as aspects of the latter. We now descend to our deepest level of analysis, exploring the way in which staff management, and governance in general, are conditioned by the historical development of the civil service in one developing country.
