Abstract

In textbooks that deal with governmental or economic organization, decentralization is presented as a means to improving the quality of the state at every level, from its states (or provinces) to its municipalities. It is also seen as a way of moving decision making closer to citizens, in their role as users of state-provided services. Decentralization has even become a branch of economic development.
