The Early Econometric Literature on Works Councils

Abstract

In this chapter we review initial attempts to quantify the effect of works councils on firm performance along the dimensions of profitability, total factor productivity, value-added, investment, innovation, and labor turnover. The studies we review cover a rich range of performance outcomes. One limitation is that they are all are based on small samples of establishments of firms. Thus, we will have to see how well the results stack up against findings from larger samples. Accordingly, in chapter 5 we will consider studies exploring the Hanover Firm Panel and the NIFA Panel, covering manufacturing industry in Lower Saxony and the national machine tool industry, respectively. And in chapter 6 we will turn to results from a truly nationally representative data set, namely, the Establishment Panel of the Institute for Employment Research of the Federal Employment Agency (Institut für Arbeitsmarkt- und Berufsforschung der Bundesagentur für Arbeit), or IAB-Betriebspanel.
