Abstract

The Venezuelan interpretation of the theme of this conference, the Economics of Alternative Energy Sources — is naturally not identical to those that prevail in countries that are oil importers. In these countries and particularly following the oil price increases of the 1970s, the theme of ‘alternative energy’ has been viewed from the perspective of how to substitute most efficiently imported oil with less costly energy alternatives, preferably of domestic origin. In Venezuela, a country endowed with ample and varied energy resources, an important exporter of oil to the world markets, our view on energy policy matters has to take account of both export possibilities and also the need for an approriate energy mix to serve a developing domestic market. It is for this reason that Venezuela looks at development of hydro-electric potential, natural gas and coal resources, all with a view to local consumption, and development of liquid hydrocarbons, including heavy oils, with a view to both export and domestic use. This twin approach aims to enable us to continue exporting crude and petroleum products at levels required to sustain the process of diversification and industrialisation of our economy.
