Abstract

Unemployment and underemployment are crucial problems in the Third World countries. The creation of remunerative jobs to the extent of being able to meet the essential needs of people has been identified as a determining factor in the elimination of the poverty which prevails in most of the populations of the Third World countries. This explains why an organisation like the International Labour Office plays such an important role in the elaboration of development policies for total employment.1
