Labour Planning and Economic Development Strategy

Abstract

The methodology of manpower planning had been fairly well established by the late 1960s and, in the years after, its sphere of application steadily expanded. In some West European countries, and especially in developing countries, in addition to the socialist countries which have gained several decades of experience in this field, there have been more and more applications or tentative applications. However, some doubts have been expressed, especially lately, about the limits to the use of these methods or even about their feasibility or necessity. I am convinced that these doubts and hesitations derive mostly from misappreciation of the scope of labour planning. It is not correct, that is to say, to include only the standard and pattern of employment, and possibly the planning of related schooling and professional education, in the sphere of labour planning.
