Abstract

The title of this session is, on the face of it, almost coterminous with that of the entire conference.1 To attempt to say anything useful on a literal interpretation of this title, in the time allowed, seems impracticable. This paper, therefore, at the cost of being rather impressionistic, deals with a small number of fairly diverse issues whose only common characteristic is that they are all, at present, hotly debated in the developing countries. This is my justification for taking them up. There was unfortunately no time even to attempt the quantification of my conclusions.
