Abstract

When I received the invitation to contribute a paper for this Con ference I was reminded that a quarter of a century had passed since I wrote the first draft for Lord Hailey’s African survey of my subsequent book on Capital Investment in Africa. 1 It is, therefore, perhaps natural that I should be led to take this opportunity of reflecting on some of its conclusions in the light of the political, social, and economic changes which have taken place since it appeared, in order to elucidate some of the continuing problems with which Africa is faced.
