Food and Agricultural Imports of Sub-Saharan Africa

Abstract

Although agriculture dominates the economies of most of the countries of Sub-Saharan Africa the rapidly rising rate of import of food and agricultural products over the last two decades has given considerable cause for concern (World Bank, 1981; Paulino and Mellor, 1984; FAO 1985). As food self-sufficiency in these countries declined, incremental demand for food has been met increasingly by imports; but the poor performance of exports has been threatening the ability of many Sub-Saharan African countries to finance increased imports of food and agricultural products, in addition to other critical import requirements (Valdés and Huddleston 1977). Hence, a food problem exists, and is reflected both in the volume and the structure of imports. Food aid and other emergency relief arrangements play a role in addressing aspects of this problem (Huddleston, 1984). But longer-term policy initiatives would have to be based on a careful and comprehensive analysis of the determinants of Sub-Saharan Africa’s imports of food and agricultural products.
