Abstract

A summary like this can be made in two ways. One way would be to try a synthesis and carve out the areas of agreement. The other one would be to raise critical issues again for this final discussion. I will try to follow more the second route. I will divide my comments into three parts. The first is an introduction under the question — is the debt problem an easy problem or a difficult problem? Secondly, I will go back to some analytical issues that I think need some more discussion, and, thirdly, I will refer back to the solutions or to the proposals that have been developed.
