Abstract

The great importance of science and technology as a factor determining the rate of growth of the national economy of the U.S.S.R. has always been recognised. Planning, therefore, takes account of the latest scientific achievements and their practical applications. With the improvement of the planning methods, scientific and technological development became a separate part of the plan. The preparation of this part of the plan, as well as the planning of scientific research, is based on a broad participation of research institutes and relevant state bodies responsible for the institutes.
