Abstract

The Poor Law Amendment Act of 1834 had relied upon the stigma of the workhouse to shame the able-bodied into employment. The Minority Report of the Royal Commission on the Poor Law in 1909, written by the Webbs, proposed that the deprivation of children, the elderly and the disabled should be relieved on an outdoor basis by social services. Community-wide schools and medical facilities would integrate and uplift. Social services were justifiable for reasons of productivity as well as compassion. They were also compensation for the unmerited diswelfares that accompany economic growth. Able-bodied malingerers remained a challenge to the welfare system.
